Economic 360 for Iran: Growth Prospects and Emerging Opportunities in the Chemical Industry

Iran's petrochemical sector is a major contributor to the country's economy. To expand the production capacity of the sector and increase its output by 2015, the government has adopted ambitious development plans and is diversifying the range of petrochemical products. It is also privatizing the sector and is likely to sell a significant share of the National Petrochemical Company (NPC) by 2014. The international sanctions against Iran are likely to have a negative impact on the growth of the industry. However, the government has started taking initiatives to attract more investments from the private sector.

Executive Summary
Political Factors
The political system of Iran is based on Islam and governed by the Iranian Constitution, where the Supreme Leader is the highest-ranking political and religious authority in the country. The President is a subordinate under the Supreme Leader and is the head of the government.
The government aims to restructure the governance and tighten the fiscal policy. The reduction in the energy subsidy that started in 2010 is likely to increase the revenue of the government and drive efficiency in the enterprises during the study period. In the fifth Five-year Plan (2011-2015), the government also aims to increase the tax, raise the share of non-oil exports to GDP, build industrial parks to drive employment, and reduce the inflation rate.
Economic Factors
Iran is highly dependent on the oil and gas sector, which accounts for some percent of its exports and some percent of the government revenue. The enterprises are mainly government owned. The government aims to increase the role of the private sectors to drive the productivity of enterprises.
The country mostly exports oil and gas products to China, UAE, Afghanistan, India, Japan, and Turkey, and imports agricultural products, IT, and telecom services from UAE and China. The government has made an investment of $some billion, which is likely to increase the production capacity of crude oil, natural gas, and gaseous concentrate by 2015.
As Iran is one of the most attractive destinations for investments in the world, it is likely to face obstacles due to sanctions imposed against it. However, the government is trying to attract more investment and has created opportunities in xxx projects in agriculture, manufacturing, and services.
Social Factors
More than some percent of the population is within the age group reflecting a huge labor force. The country has emerged as an attractive market for consumer and industrial goods due to its increasing young population. However, a shortage of job opportunities in the country has resulted in high brain drain and unemployment rates.
The country has a good health care system, where some percent of the rural population has access to basic health care services. To address social challenges such as poverty, unemployment, and health care facilities, it has adopted millennium development goals backed by United Nations Development Programme.
Technology Factors
The country has made good progress in research and development, and the number of scientific publications it publishes is considered one of the highest in the world. The number of researchers and engineers in the research centers and enterprises have nearly doubled from 2004 to 2009.
The government has also adopted a comprehensive scientific plan, which includes xxx scientific projects to be implemented by 2025.
Legal Factors
All the laws and regulations in Iran are based on Islamic principles. The government revises the minimum wage annually; a new revised law was established in 2010. Tax administration in Iran is rigid and the government is trying to simplify the tax laws by revising personal income tax slabs and corporate tax rates.
Environmental Factors
Environmental problems have been escalating in Iran over the years, with increasing air, water, and oil pollution. The country’s score in the environmental performance index (EPI) is more than the average EPI score in the Middle East and North African (MENA) region.
